Are you passionate about data-driven decision-making in the public sector? Tony Blair Institute for Global Change is seeking a highly skilled Senior Advisor to join our team. As a senior position, you will work closely with senior political leaders, leveraging data insights to address challenges faced by the public sector and create growth opportunities in the private and third sectors.

 

RESPONSIBILITIES

  1. Strategy And Program Development

  • Devise data-for-decision-making offers for TBI’s clients, enabling effective data utilization for policy formulation and strategic planning.
  • Ensure coherence in the global D4DM project portfolio, building upon previous knowledge and experiences.
  • Collaborate with GCS Leads and the Global Innovation Unit to realize the vision of Digital & Tech Transformation and cross-sector strategy.
  • Establish a repository of D4DM resources to support advisory colleagues in presenting offerings to clients worldwide.
  • Provide technical expertise and thought partnership to country teams in identifying and designing solutions for key challenges.
  • Incorporate emerging data-related technologies like AI into comprehensive government offerings.

  1. External Engagement And Partnerships

  • Foster relationships with innovators, technology companies, and thought leaders in the D4DM field.
  • Enhance understanding of emerging innovations and improve TBI’s offerings to governments.
  • Align with TBI’s partnerships strategy and the Tomorrow Partnership platform to secure technology partnerships.
  • Represent TBI at external forums and events, providing high-level representation and presentations.
  • Engage with relevant stakeholders, including non-profit organizations, donors, suppliers, and agencies.

  1. Programmatic Delivery

  • Support country teams in maintaining effective relationships with government counterparts.
  • Assist client governments in leveraging data for improved public sector delivery and outcomes.
  • Lead the development of assessment frameworks and resources for leveraging cutting-edge innovations like AI.
  • Collaborate with the Director for Digital and Tech Transformation and Advisory leadership to address challenges and provide necessary resources.

  1. Enabling Systems

  • Support the creation of instructional and implementation materials for TBI teams and government counterparts.
  • Foster a culture of learning and continuous improvement within TBI, capturing and utilizing lessons.
  • Assist in attracting and hiring talent to support TBI’s work.
  • Cultivate a positive culture that emphasizes innovation and delivery.

THE IDEAL CANDIDATE

We are currently seeking a highly skilled Specialist in Public Sector Data Use who possesses the following qualifications:

  • Extensive experience in the data-for-policy or data-for-decision-making field, working in government, government advisory, or management consultant.
  • Leadership in data-driven decision-making processes with senior political leaders.
  • Master’s degree in data and information sciences or relevant fields (alternatively, relevant undergraduate degree with extensive experience).
  • Solid understanding of data policy foundations and regulations.
  • Strong strategic thinking skills to deliver results in challenging contexts.
  • Excellent written and verbal communication skills.
  • Strong negotiation and influencing skills with discretion and tact.
  • Demonstrated cultural sensitivity and inclusivity in interactions.
  • Willingness to travel globally approximately 30 percent travel commitment.
